The author conducts a complete and objective analysis of the pros and cons of the RTVU investmentsystem and points out that the three pressing issues have greatly influenced the continuous development ofHTVUs. He also puts forward five guidelines for the reform in the investment system: 1. RTVU system shouldbe constructed on the basis of market demand and economic development rather than administrative division;2. Break the geographical boundaries and students should be allowed to choose to go to those RTVU centreswith better conditions; 3. Encourage local government to invest in RTVU education; 4. Simplify the administrative structure within RTVU system; 5. local RTVU centres and the corporation status should be togetherrather than separate and RTVU education should be industtialized.
