The orientation of RTVUs is very important forbore of distance education in China. It involvesthe tasks RTVUs should undertake, the roles theyshould play, the policies hence needed, and whetherthe resources in the whole RTVU network are goingto be fully used. The paper points out that theRTVUs belong neither with normal higher education,nor with adult higher education, and that RTVUsare a separate domain. It is suggested that fouryear degree courses should be offered at a largerscale, and two-- or three--year certificate courses,MA or MSC, and Ph.D courses should be opened ata proper level in big cities and economically developed areas. Medium and small cities should mainlyprovide RTVU education. The re--orientation of theRTVU education needs both rethinking of the educational philosophy and support from the relevantPolicies.
